The Municipal council
The tasks and authorities of the Municipal council, which is included among the organs of the Municipality, have been determined by the 17th and 18th articles of the Law of Municipalities number 5272 that has gone into effect after being passed in December 7th, 2004 and announced at the Official Gazette date December 24th, 2004 and number 25680.
The Municipal council gathers "on the first Monday of every month, for a period of five days" in accordance with the 20th article of the same law.
The Municipal council is the ruling body of the Municipality and it consists of the members elected according to the principles and procedures indicated at the related law.
The task and authorities of the municipal council are as follows:
a) Discussing and agreeing on the strategic plans and investments and work programs and the performance criteria of the activities and the personnel of the Municipality.
b) Agreeing on the budget and the audit, making transfers between the coded units of the budget and the first levels of the functional classification.
c) Discussing and ratifying the development plans of the Municipality, agreeing on the provincial environmental order plan in greater municipalities and provincial municipalities.
d) Making the decision of going into debt.
e) Deciding on the purchase, sale, barter, allocation, change of the mode of allocation or removing the allocation on an allocated immovable in the event that it is unnecessary for the public service, renting them for more than three years and setting up real rights on them on condition that the period does not last for more than twenty five years.
f) Fixing the tariff for the fees to be effected for the services that have not been made the subject matter of taxes, imposts, duties and subscription fees in laws and that depend on the wishes of the people concerned.
g) Accepting conditional donations.
h) Deciding on the purification of the conflicts by agreement that are the subject matter of the court cases other than taxes, imposts and duties and whose amounts are up to twenty five thousand New Turkish Liras.
j) Deciding on the granting of concessions on behalf of the Municipality and realizing the municipal investments by build-operate or build-operate-transfer model and the privatization of the companies, enterprises and partnerships belonging to the Municipality.
k) Electing the council chairmanship board and members of the council and specialty commission members.
l) Deciding on the establishment, cancellation and alteration of the staff of the municipality and its subsidiaries in frames of the permanent staff.
m) Agreeing on the regulations to be issued by the Municipality.
n) Naming the squares, avenues, streets, parks, facilities and alike; deciding on the establishment, removal, combination of quarters, determination of the names and borders of the quarters; agreeing on the emblems, pennants and similar items identifying the Municipality.
o) Deciding on forming unions with other local governments, entering the already formed unions or resigning from them.
p) Deciding on cooperating with the domestic municipalities and local government unions and with the foreign municipalities and local government unions by the approval of the Ministry of Internal Affairs; forming sister town relations with them; realizing activities and projects in the fields like culture, art and sports with the aim of improving economical and social relations; constructing, renting or allocating lands, buildings or similar facilities in this frame or having them constructed.
r) Granting honorary fellow townsmanship rank and title of privilege.
s) Making decisions about the conflicts between the Mayor and the council.
t) Deciding on whether or not to serve the neighboring areas.
u) Discussing the development programs prepared in conformity with the development plans and agreeing on them.
